I have a Class A CDL license with an E restriction in Michigan. I obtained a permit to remove the E restriction but now want to cancel the permit and keep the E restriction. How do I remove the permit from my CDL license?

I was trying to downgrade my drivers because the new one crashes my PC, putting it into safe mode without networking. I cannot do anything without it asking for an admin password, which it won’t accept. Holding Shift -> Power icon -> Restart then F5 to enable Safe mode with network doesn’t work either. I'm completely locked out. My computer is a CyberPower PC with Windows 10. What can I do to resolve this issue?
