I am inquiring about my order #912123583. It says it was delivered to an address in Tucson AZ, but I live in Phoenix AZ and did not receive it. I am also receiving emails stating there were issues with my order not passing a quality check and asking if I still want my order processed. Where should I go to resolve this issue?

I am having issues setting up my new iPhone. Since this morning, I have been unable to make calls on both my new and old phones. I went to Best Buy and contacted Consumer Cellular's customer support, but they have not been able to sync my phones. I cannot open the SIM card tray on my new phone.
