I had to reformat my Dell Inspiron to the original factory settings, but now it flashes a blue screen with a bunch of unreadable text and displays 'Windows cannot start up, a change in hardware or software may have caused this'. It automatically tries to go through startup repair but can't fix the problem. The problem signature indicates 'StartupRepairOffline'. I just bought this laptop a month ago with Windows 7 preinstalled, and it didn't come with a reinstall disk. Do I need to reinstall Windows, and can Dell send me a reinstall disk?
