I am getting the message 'Windows could not start because the following file is missing or corrupt: \\system32\ toskrnl.exe. Please re-install a copy of the above file.' However, I don't know how to re-install a file without being able to start the system. What should I do to resolve this issue?

Skype cannot detect my webcam. I am running Vista on a Lenovo N500 with an integrated camera Lenovo Camera Center version 1.0.26 (64 and 32-bit) Silent. My Skype version is 5.8.0.156 and I have DirectX10. I am not running any other program. What can I do to resolve this issue?
