I have a Dell XPS 410 running Windows Vista 32-bit Premium. My PC will not boot up, showing a flashing cursor after the Dell logo and 'Serial ATA AHCI' message. I have tried various diagnostics and boot options without success. What can I do to resolve this issue without wiping my PC clean?

I can't update my Apple iPhone payment method. I've been experiencing this issue for 4-5 days and get an error message saying the payment method is declined. I'm in an error loop where I can't remove the old credit card until I add a new one, but I can't add a new one until I verify the old one. Our credit card was hacked and replaced by Discover last week. What can I do to resolve this issue?
