I have a Toshiba C55-C5270 laptop. After updating Windows 10 overnight, the screen containing the shortcuts to my applications won’t open. It begins to open then blacks out repeatedly. The computer only allows the mouse, 'control alt delete,' and the power button to function. I tried booting into safe mode and BIOS, but the screen still flickers. I also attempted to uninstall recent Windows updates, but it didn't resolve the issue. What could be causing this problem and how can it be fixed?

I keep getting receipts for payments for ads I did not place, and the amount keeps increasing. I am terrified I will be held responsible for these charges.
