I received an email supposedly from the Social Security Administration (SSA) stating that my SSN has been used in illegal activities in New Mexico and Texas, and I should call a number for the Inspector General. When I tried to call, the number was busy. Is this email legitimate?

My Apple Watch and iPhone 7 are frozen and unresponsive. The Apple Watch is stuck on Grid/List view and won't respond to any commands. The iPhone 7 doesn't return to the clock or respond to any actions. I last charged the devices overnight. I tried a force reboot on the iPhone but couldn't find the volume down key.
