I received a SafeLink chip in the mail, but my phone won't work with it. It shows this is my number, but it doesn't work. I have to use Wi-Fi and a textnow program to make calls. What should I do to activate the chip and get my phone working?

I have a PC that originally came with Windows 7. I manually upgraded to Windows 10, but after a reset, the PC came back up with Windows 10 Home instead of Windows 7. Now, when the computer wakes up from sleep, it shows a blue activation screen prompting me to activate Windows. How can I resolve this activation issue without purchasing a new license key?
