My 2017 MacBook Pro does not light up properly when turned on. There are sounds like a fan or chime, but no activity after the chime. I have tried power-cycling by holding down the power button for at least ten seconds, but nothing happens. What should I do?

My Google account can't be restored because my email account is down and another email account not working, making verification impossible. I have an iPhone 11 and an old iPad Pro. My Google email program is down, and I can't restore it because I have no email address for identity confirmation. Outlook won't work either. How can I check my Google email in a browser, and is there any other way to recover my account?
