I'm chatting with someone on Google Hangouts who claims they need me to buy them a Google card to video chat with me while they're in the military in Afghanistan. Isn't Google Hangouts free to video call anywhere in the world? Additionally, when we tried to video call yesterday, the chat lasted only a few seconds before we were cut off. Is this a scam?

We are moving down the hall on March 1 and need our landline telephone moved. As that is the only phone we have, we would like it done ASAP. Our block also has block internet included in the rent. What does it take to do this? Can we just unplug the modems and do it ourselves or does a technician need to come to do it?
