Microsoft Windows 11: I cannot open any apps, including 'Settings'. Clicking on the Windows symbol opens the app window, but I can't open any apps. This window can only be closed by clicking the Windows symbol again. I can open document folders on the desktop but not files. I have tried multiple cold starts, but the computer cannot be shut down or restarted using the shutdown or restart buttons. What can be done?

If I was scammed out of $500 using a prepaid card, and the scammers have the number from the back of the card, but I didn't register the card by setting up an account, have they already gotten the $500 from this card, and should I still register the card or set up an account?
