I believe I completed the application and registration, but I'm not sure if I completed step 1. When I logged into my account, I could not find the training survey. I received an error stating: 'Error: PS_400: No surveys available at this time. We will notify you when a new survey is available.' Do I complete step 2 even though step 1 was not completed?

We have problems playing downloaded footage on our Windows 10 computer, experiencing flickering desktop and tray icons, and CPU spikes with explorer.exe. Our graphics card is an ATI Radeon HD 4550, which has no updated drivers for Windows 10. We use 4K-8mP IP CM Network IR cameras and various playback software like AVI, MPC-HC (x64), and Smart Player. What can we do to resolve these issues without needing to buy a new computer?
