My PayPal account has a limit on it, and I need a code sent to my bank account. However, I only have the option to send the code to one specific bank account, which I believe is linked to an old card. Due to the limitations on my account, I can't add a new card or make any changes to my wallet. What can I do to resolve this issue?

My Mac i24 is stuck on the option screen and won't let me reinstall the OS. I tried turning on the computer and holding Command + R, but it only goes to the option tab. I also tried turning on and holding the power button, but it's the same result. This is for a Mac silicone. What should I do?
