A 2-week-old puppy is grunting, wheezing, and appears to be in pain, as if pushing to poop. She hasn't pooped since yesterday and is lethargic. What could be causing this and what should I do?

My 2.5-year-old corgi, Mousse, was at the park all day, running around and having fun. He started vomiting water and eventually a small piece of a stick came out. He seemed fine afterward but vomited more water on the walk home. Now he's lethargic, and I'm unsure if it's due to exhaustion or something more serious. Should I take him to an emergency room?
