Scrubs has had this cyst for weeks, and he also has had a few other small ones here and there. What should I do about this, and should I be concerned about it being a malignant mass?

My dog Toby, a 6-year-old Yorkshire terrier, has been making a hacking noise but isn't choking. It's not an inverse sneeze but something else. I researched and thought it might be kennel cough, but he isn't around other dogs except my other one who appears fine. What could be causing this and what should I do?
