I have a beagle that vomits every time he eats, has large amounts of mucous in his vomit, and seems to have lost some weight. He drinks well but has issues with being held or tied down. What could be causing this and what should I do?

My dog was put out during the holidays with extra family visiting. I put a harness on him because I don't like the neck collar as it makes him pull more. The harness cut him and it's raw under his front left leg. I have cleaned it and used Wound-Kote Blue Lotion Spray. He is still very active, so I isolated him to the cage. What else can I do since vets are closed?
