My golden retriever, Steve, frequently gets hot spots and has been itching a lot, especially by biting his paws and dragging his butt. What could be causing this and how can I address it without using steroids?

My 11-year-old mixed-breed dog has had severe heart failure for 3 years. She has been seen by a veterinary cardiologist and her Vetmedin dose has been increased to 2 5mg tablets 3 times per day. She weighs 38 lbs and has nausea, loss of appetite, and fluid buildup in her abdomen which is drained every 3 weeks or less. I'm concerned if her symptoms are due to the large Vetmedin dose. Can I decrease the dose gradually and see how she does?
