My 10-year-old neutered dog, Fenway, has a swollen and bleeding penis. This started within the last 20 minutes, but the bleeding is not severe. He is an indoor dog and has not been straining to urinate. He seems to be walking fine and is now no longer swollen or bleeding, but he is not urinating. What should I do?
