My 10-year-old Shih Tzu named Buddy scratches and whines all night. He had fleas, which we treated, but the scratching and whining continue. He eats normally and has no issues with peeing or pooing. There are no visible signs of pain or abnormalities. What could be causing this and what can I do to help him?
