My 11-year-old Chihuahua terrier named Chloe has a swollen area near her urinary tract and seems very uncomfortable. She had bad skin issues a year ago but had been doing well since then. Last night, a family member noticed the swelling and mentioned that she wasn't licking the area but was very restless. Chloe squats to pee and did so easily without straining. She was spayed at 6 months old. What could be causing this swelling and discomfort, and what should I do?

My 12-year-old Maltese dog named Snow has been experiencing random, unproductive coughing and hacking episodes over the past 2 hours.
