My 13-year-old pug, Loki, has had black, tar-like growths on his feet and lower legs since last summer. The growths crumble off a little but seem attached to his skin. His breath is also very bad, likely due to dental issues. What could this be and how can it be treated?

My dog is showing signs of fatigue, not eating or drinking, and appears stoned, not behaving normally. The behavior started suddenly at 5 pm today after being normally active earlier.
