My dog has swollen eyes, is panting heavily, and trying to rub his face on the floor. We were just outside, and I'm not sure what he got into. What could be causing this and what should I do?

She jumps into a metal cage when we work, and now she seems to be limping with both rear legs and keeps licking them. We checked her pads/paws and rinsed them, but didn't see anything. My dog, Kiki, a 6-year-old weighing 52 lbs, has been chewing and licking her feet and legs, resulting in fur loss and redness. This started two weeks ago, and her skin is very itchy and warm. Kiki has a lot of allergies. Additionally, our other dog has started showing the same symptoms within the last week. What could be causing this and what can be done to treat it?
