I just got a 7.5-week-old French Bulldog puppy this morning. He is active and alert, but throws up yellowish, foamy liquid almost immediately after drinking water or goat milk. He refuses solid wet food or dry food soaked in liquid. The puppy seems to be in no pain, has been peeing regularly, and had a good, big poop earlier this afternoon. He continues to throw up shortly after any food or liquid is consumed. What could be causing this and what should I do?

The lesion is a small, swollen, hairless, almost oval area around her lower neck, with a clear discharge and some crustiness around the edges.
