My 4-month-old Pomeranian has something wrong with one of his eyes. It looks like a torn lens or a circular soft contact lens on the surface of the eye. How can I determine if it's something less serious?

My dog (a boxer with short hair) has small bumps all over her skin, similar in size to mosquito bites. She is completely covered with these bumps, which seem to be worse during the morning and afternoon but improve in the evening. She doesn't itch or seem to be affected by these bumps. Could this be an allergy/rash from something she is exposed to outside, or just mosquito/bug bites? Should I be concerned?
