My dog is having episodes of gagging and bringing up white foam. He does not have breathing problems, but it seems to be happening more often. He cannot get comfortable to rest. What should I do, and can this wait until morning?

My golden retriever has had really bad breath for about 2 weeks. I have used an oral rinse in her water and brushed her teeth several times, but it has not helped. I also checked her mouth and did not see inflammation of her gums or any problems with her teeth. She is 9 months old. I switched her food about 2-3 weeks ago. Could this have anything to do with it?
