My puppy is bloated and won't sit still. She keeps pushing as if she needs to poo but can't. She will only sit and not lay down. What could be the issue and what should I do?

My lab, Junior, is a little over a year old and has been experiencing dizziness, clumsiness, confusion, and wobbliness, sometimes resembling drunken behavior. He recently had a small rash in his groin area that has turned into sores. He also had kennel cough a while ago and is now dry hacking again. His ears are slightly red, and he has large pupils and stares blankly. Could these symptoms be related to the flea preventative he used (Hartz Ultra Guard triple action) or something else?
