My 7-year-old Bichon has been constantly sticking out her tongue and putting it back in her mouth for the last 18 minutes. I have not seen this behavior before. Is this serious?

I have a 2 1/2 year old Schipperke that I rescued. For the last three weeks, she cries when trying to walk, stand up, or is picked up.
