My dog scraped a scab off a skin tag she had pulled off, and it now won't stop bleeding. It's located on the outside of her front right elbow. How can I get it to stop bleeding?

My 90lb pitbull is vomiting, has no appetite, is drinking lots of water, and has liquid blood in his stool. His temperature is 101.2°F, and he will drink water and vomit but won't eat anything. His nose remains cold and wet, and his gums are pink and moist. This started approximately 8 hours ago. Additionally, he now has periorbital edema (swelling around his eyes). What could be causing this and what should I do?
