My dog licked runoff water from a burst pipe. The dog is 40lbs, licked the water about 5 minutes ago, and has not vomited. The dog has a huge cleft palate and is 2.5 years old. What should I do?

She has been licking and rubbing the affected areas a lot. The issue started around the same time it got very cold where we live. What could be causing this and what should I do?
