My dog grabs my puppy and cats by the head/neck and sucks on their ears, leaving them soaked. Why does he do this? He is a neutered 5-year-old German Shepherd crossbreed.

My 10-week-old German Shepherd puppy, Luna, ate half a joint about an hour ago. She weighs 22 lbs and has been sleeping since. Before that, she had eaten at least 2 cups of food and drank about 3 cups of water today. She pooped this afternoon and had no known medical conditions. What should I do to help her?
