My dog has been bleeding from his penis on and off for the last year. When he bleeds, he seems more anxious, drinks a lot of water, has to go to the bathroom frequently, and whines as if in pain. He has been treated for UTI before but the problem persisted. The bleeding seems to worsen when he needs to go potty. One vet suggested neutering, but it was uncertain if it would help. What could be causing this and what can be done without extensive testing due to financial constraints?
