My dog, Hazel, is having pee accidents in the house despite access to the outdoors. She is 7 months old and we got her 2 months ago. She was not properly housetrained initially and now urinates in small amounts very frequently, varying the location to beds and couches. Her food and drink intake seem normal, and she has no vomiting or other medical problems. What could be causing this and what steps should I take?

We are fostering a 1 1/2-year-old dog named Ruby who was scratching a lot. The vet prescribed small blue pills and antibiotics. The scratching has stopped, but she has started wetting her bed and urinating on other beds. Could this be related to a urinary tract/bladder infection from the antibiotics, stress, or something else? Additionally, the previous owner mentioned Ruby has been re-homed 11 times, and the vet gave us a large box of antibiotics without a stop date.
