Should an older spayed dog ever smell like she is in heat? If not, what would cause that smell?

I have an 8-year-old American Eskimo/Shih Tzu cross rescue dog who has been with me since he was approximately 2 years old. He supposedly was neutered before I got him, but when he gets excited or aggravated, two hard small balls form and his penis becomes very hard. He is also very aggressive towards big dogs. Does my dog need to be re-de-sexed?
