My dog, Polar, is 12 years old and is walking with his head to one side, his body crooked, and seems anxious. He is also scratching the carpet vigorously but does not seem to be in pain. There are no visible wounds on his feet. What could be causing this behavior and what should I do?

My small dog has been dry retching sporadically for the last 5 hours, both during and right after movement. The stomach doesn't appear to be distended. The dog is approximately 3 years old and was found in my neighborhood. What could be causing this and what should I look for?
