He was recently at the hospital due to vomiting and was found to have an obstruction. What could be causing this cough and what should I do?

My 7-year-old Pointer Mix dog, Benny, is excessively licking and swallowing all of a sudden. He tried to vomit once but nothing came up. He eats 1 cup of food at night and weighs around 60 pounds. He has been resting comfortably but is constantly swallowing and licking his lips, which isn't normal for him. Could this be a concern, and should I take him to see a vet?
