My 9.6-year-old female Standard Poodle, Olivia, has been trying to pee twelve or so times on an hour's walk but no urine comes out. What could be the issue and what should I do?

We have a small, healthy, 3-year-old Shih Tzu, approximately 9 lbs, and yesterday we gave her the appropriate dose of K9 Advantix. She began to rub her body on the bathroom mat almost immediately and has since become increasingly lethargic, refusing to walk and only taking a few steps at a time. She ate a little dinner but won't eat breakfast and has not been drinking much water. Is this a possible side effect of the treatment?

She eats table scraps and is otherwise healthy and happy. What could be causing the scratching, and are the previous symptoms related?
