She won't come for a treat but has eaten two. She had a solid bowel movement two hours ago and cannot hold her head up, it just falls over. What should I do?

What should I do if I suspect my dog, Buddha, may have COVID-19? He is 14 months old and has had a running nose for a couple of days. He has been eating and drinking normally, and his body is warm, but I have not checked his temperature. He is not scratching or showing other symptoms.

My pug, Peanut, is hacking and gagging. It started this evening, and he seems fine otherwise. He's about a year and a half old, weighs roughly 22lbs, and is up to date on his shots. This has happened once before and cleared up in a couple of days. We are currently traveling, so he could be stressed. What could be causing this, and what should I do?
