My Pomeranian, Bruno, is not feeling well. He is drooling, has a swollen upper lip, is not eating, smacks his mouth occasionally, and has vomited a couple of times. He has low energy and his breath smells terrible. What could be causing this and what should I do?

My dogs got into some chocolate chip cookies. I think around 15 small cookies were ingested, and it's been 4 hours without any vomiting. One dog is on steroids for an ear infection, and the other takes meds for limbic epilepsy. What should I do?
