He is 20 weeks old, scratches often, and has been around other dogs. He's a mix of lab, hound, and cattle dog. What could be causing this and what should I do?

My dog, Samy, had surgery and the vet left a shocking device inside her back neck. She came out of surgery with bruises, cuts, scratches, and was covered in blood. The device is still shocking her, and she had trouble breathing. I need help urgently to get her to a vet, but I have no car and no one available to help until later. What should I do?

My dog has a UTI and an infection on the top of his penis. His doctor prescribed topical and oral antibiotics. Can I use a medical wrap around his penis to prevent him from licking the area, since his cone is at my parents' house?
