My small dog's penis is swollen and he is licking it very often. I noticed this 3 days ago and there is no unusual smell. He seems a bit more tired than usual, but he is over 12 years old and has 2 dislocated hips. He uses his legs well and eats and drinks normally. What could be causing the swelling and what should I do?

My elderly dog, Elroy, was recently diagnosed with heartworm and started treatment with doxycycline.
