My two-year-old pug is bobbing her head and acting lethargic. She also seems disoriented and may be nauseous. What could be causing this and what should I do?

My dog Milo has a small growth near his anus that has recently doubled in size. My regular oncologist diagnosed it as a papilloma, but a different oncologist at the cancer clinic suggested it could be a benign or malignant mole/skin cancer. The clinic's surgeon recommended removing it, but the cost is $2100, which seems excessive compared to previous surgeries at my regular vet, which cost around $650. Additionally, they want to keep Milo overnight, which I find unnecessary given his history of recovering quickly from anesthesia. I want a second opinion on the cost and the necessity of an overnight stay, and whether my regular vet, who has successfully removed several growths from Milo in the past, can perform this surgery as well.

I have an 8-year-old male French bulldog named Ozzie who has had two seizures, one week apart. The seizures lasted about 90 seconds and he was disoriented and restless for about 30 minutes afterward. Other than these incidents, he has been perfectly normal. I took him to the vet for blood work. Given the information provided and the absence of any other symptoms, is it likely to be something other than a brain tumor?
