We have a Yorkie who sometimes chokes and seems like he cannot breathe, making a hoarse sound for no reason. What could be causing this and what should we do?

Our shih tzu (age about 5) has always been very healthy. We came home today and he's coughing and snorting, gagging up white phlegm. This will stop for 10 or 15 minutes then starts again. He seems to feel okay, is eating, and will play with a little urging. Has been coughing for a couple of hours. Don't know if he's eaten something he shouldn't have but he's never done that before. No kids here so not much laying around for him to get into. What could be causing this and what should we do?

My dog, Nina, has been vomiting and licking her paws. She visited some cats last night but did not eat anything strange. What could be causing this and what should I do?
