A main point of disagreement with my Prime on this project is that he refuses to grant me a written change order for the work we have completed. After I discovered the change order was approved and fully executed between the County and the Prime, and I verified with DeKalb County Contract Compliance, the Prime holds a hard position that our firm was always working on the original agreement. He gave me a piece of paper outlining his position on this Change Order with his logo, showing a balance due but with no scope, date, or signature blocks. Is this considered a verbal agreement? I did get him to admit he owes money later through email (though I disagree on balance due). I just don't think there is any obligation to pay without a due date and signatures.
