Is there any legal recourse for a poor small city under constant attack by self-proclaimed 'activists' who claim to be fighting 'corruption' in city government, despite the city's financial situation and the activists' actions leading to lawsuits and attacks on businesses? Additionally, what are the rules for governing in a commission/city manager situation, given the city's history of inconsistent leadership and recent changes in city commissioners?

What should I do?

We had a technician come to replace the coil on the air conditioner. He started cutting the pipes without checking if there was gas inside, resulting in a small explosion that damaged the HVAC system, AC unit, carpet, and a window. The technician's insurance is only willing to pay about half of the cost. I had to put my tenant in a hotel for two nights due to an extreme heat wave. Can I sue the technician's company for full payment?
