I own a service business in Colorado where we give employees keys to customer locations. We need to get the keys back when an employee quits or is terminated. If the employee fails to return the keys, it is a security issue and causes significant expense due to rekeying the building. I want to start withholding all or part of the employee's final paycheck if they fail to return the keys or other significant company property. What steps do I need to take to do that legally? Additionally, is it considered theft when an employee doesn't return the keys or company property?

He wants to file a lawsuit against CoreCivic for losing his items that were collected when he was placed in solitary confinement because he defended himself against other inmates who were threatening and doing violence against him.
