How does one raise a lack of subject matter jurisdiction on appeal for the first time with the District Court of Appeal (DCA)? Specifically, is it raised by motion, and if so, what rule is used to invoke that motion? Alternatively, is it raised in the brief? I need clarification on exactly how this process works and at what point in the appeals can it be first raised.
