I am an American citizen and my boyfriend is a German citizen. We have been dating for over 3 years and would like to get married and live in the USA. He would like to continue working in Europe for 3-6 months a year, and I would sometimes accompany him. What is the best way to get married (here or there)? What forms do we need to set this up legally? He also wants to become a U.S. citizen. He is coming in July, what should we do to start the process while he is here? Additionally, he would like to take my last name; should this be reflected on our marriage certificate, and would it cause any issues with the forms listed above?

The law states that you can have a passport if child support arrears are $2500.00 or less, but restricts renewal above $5000.00. My passport has been restricted due to child support arrears in excess of $5000.00. As my position requires me to travel outside of the US, this places an enormous strain on me as my employment is now in jeopardy. Is there any way that I can have this restriction lifted to allow me to continue my employment?
