I am opening a grocery store in Pomona, CA, and I am waiting for a permit from the health department. I have already paid for rent, a designer, and the health department. The building is not ready yet, and the lender told me I have to clean and paint the floor. Is it true that I have to do that, and is it legal to open my business when my designer submits the plan check or do I have to wait until my permit comes, which could take up to two months?
