I live in a HOA that has not held an election for the past two years. They appoint each other as board members and are secretive about their operations and finances. They are not fulfilling their fiduciary responsibilities to the homeowners. Where can I get help?

Can you please interpret this notice from the landlord (90 days)? The new property owner took over 3 years ago, and I have not gotten along with them. There were issues with the accounting changeover from CBRE not properly crediting my balance, and after 20 hours of work to show payments lost/not credited, LINK abandoned the effort and left an incorrect balance due on my account. I have also mentioned that CBRE charged tenants $4,000.00 annually for management, while LINK (the landlord owner company) charges $11,000.00+ annually (three times as much). I still have a civil matter against the owner and Pacific Gas & Electric for switched electric meters where I paid for a 5K space, and my neighbor paid for my 3K space. No one knows about this case yet.
