I live in Laguna Woods Village, a senior living community in California. I accepted some plants and items left by a moving neighbor and placed them in the front common area near my manor. Another neighbor complained to security, leading to a $150 fine for violating community rules. My landlord filed an appeal, but the fine was reduced to $50, and I'm still considered in violation despite not breaking any rules. I feel discriminated against as other manors have more personal items in their common areas. What legal steps can I take to address this issue?
